Mission

Cognifinity builds AI systems that combine reinforcement learning, explainable AI, and operations research to tackle hard problems in cybersecurity, finance, mobility, health, and space.

We focus on AI that is explainable, auditable, and ready for critical infrastructure, where the reasoning matters as much as the result. We work closely with industry operators, regulators, and government partners to take ideas from research to production.

We're based in Europe and actively engaged across the EU's AI and cybersecurity ecosystem.

Ecosystem & Partners

We collaborate with partners in the Luxembourg House of Cybersecurity (LHC), National Centre for Cybersecurity (NC3), and research institutions like LIST.

The European context, spanning space services, financial regulation, and digital sovereignty, shapes the kinds of problems we work on and the standards we build to.

We participate in Digital Europe and Horizon Europe programmes, contributing to national and European initiatives.

US Presence

In 2025, Cognifinity established Cognifinity, Inc., a Delaware-incorporated subsidiary based in San Francisco, CA. This US entity enables direct engagement with North American clients, partners, and research consortia, and supports participation in US government and DARPA-adjacent programmes.

San Francisco provides proximity to leading AI research institutions, defence technology ecosystems, and the venture capital landscape.

2022

Foundation

Cognifinity established as Luxembourg S.à r.l-S. Research collaboration commenced with Huawei Ireland Research Center, Smart Network Innovation Lab, on multi-objective reinforcement learning for 5G network self-optimisation.

2023

Research Publications

Published two peer-reviewed papers on continual model-based RL and UCB-driven multi-objective RL for wireless network optimisation, co-authored with Huawei Ireland Research Center and Trinity College Dublin.

2024

Government R&D Award

Awarded LU-CID Call Cybersecurity I grant (Luxembourg Ministry of Economy / NC3 / Luxinnovation, €49,097.60 at 80% co-financing). Commenced LUCID-RAISE project applying decision transformers to Suricata IDS rule selection.

2025

EU Programmes & US Expansion

Successfully completed LUCID-RAISE (100% threat recall, 94% F1 score). Joined AIAGENT4CYBER consortium (EU Digital Europe Programme, 12 partners, Grant #101249698). Incorporated Cognifinity, Inc. in Delaware with a presence in San Francisco.

Explainability and auditability are not optional. Every AI decision must be traceable, every model must justify its outputs, and every deployment must support human oversight.

Sovereignty

We support European digital autonomy through on-premise deployment, data residency, and contributions to open standards. Critical infrastructure requires trustworthy, locally-controlled AI.
